The good news: Europe's investment migration landscape still offers compelling options. The less obvious news: the market has changed significantly in the last two years. Spain's Golden Visa closed permanently in April 2025. Several real estate routes across Europe have tightened or disappeared. And a proposed change to Portugal's citizenship law — pending final publication — has introduced new urgency around timing for applicants eyeing an EU passport.

This guide cuts through the noise. We cover the six programs that Intrepid Citizen recommends to American clients today — what each offers, what it costs, and who it's actually right for.

What Americans Are Really Looking For

Before comparing programs, it helps to understand what's driving the conversation. Based on our client work, most American high-net-worth individuals pursuing European residency are motivated by some combination of the following:

Geopolitical insurance. A European residence permit — and eventually an EU passport — provides a credible Plan B that no domestic planning tool can replicate. It is portable, permanent, and independent of US political cycles.

Global mobility. A Schengen-area residence permit unlocks visa-free travel across 26 European countries. A Portuguese or Greek passport opens 185+ countries, including many where US passport holders face friction.

Tax efficiency. Several European countries offer flat-tax regimes or foreign income exemptions specifically designed for new residents. Used correctly, these can materially reduce the tax burden on investment income, dividends, and capital gains.

1. Portugal Global Talent Visa

Portugal's Global Talent Program is the most underutilized high-value residency option available to Americans right now. Through a structured collaboration with a Portuguese university, accomplished professionals receive a fast-tracked two-year residence permit — renewable for three years — that grants Schengen access and a clear path to an EU passport.

What makes it stand out is the combination of a lower investment threshold than the Golden Visa, dramatically faster processing (3–4 months vs. 12–18 months), and built-in flexibility for internationally mobile professionals who cannot commit to living in Portugal full-time. Eligible professionals may also benefit from Portugal's IFICI+ tax regime: a 20% flat income tax rate and 0% on foreign dividends and capital gains for up to 10 years.

2. Portugal Golden Visa

The Portugal Golden Visa remains one of the most recognized residency-by-investment programs globally, and for good reason: it offers EU residency, Schengen access, and a citizenship pathway with a presence requirement of just 7 days per year — no professional obligations, no activity requirements, no credentials needed. Following the 2023–2024 reforms, the program operates through a single qualifying pathway: a €500,000 subscription to a regulated Portuguese investment fund.

Americans make up a significant share of Golden Visa applicants, many of them drawn by Portugal's quality of life, political stability, and the prospect of an EU passport without uprooting their US lives. The program's primary limitation today is processing time — AIMA backlogs have extended timelines significantly, making the Talent Visa a faster alternative for those who qualify.

3. Greece Golden Visa

Best for: Investors who want real estate ownership or Schengen access at a lower entry point

Greece was the most purchased European residency-by-investment program in 2024, and it remains highly attractive for a specific profile: investors who want a tangible European real estate asset paired with EU residency rights and zero physical presence requirements. The program is structured around real estate investment exclusively, with thresholds tiered by location.

Greece divides its territory into three Golden Visa tiers. Properties in Athens, central Thessaloniki, Mykonos, and Santorini now require a minimum €800,000 investment. The remainder of Attica and larger urbanized municipalities sit at €400,000. Qualifying real estate in most secondary regions remains available from €250,000 — making Greece one of the more accessible real estate-backed EU residency programs still operating.

Greece does not offer the same tax incentives or citizenship timeline as Portugal, and the path to citizenship (7 years) is longer. But for investors who value property ownership and want Schengen residency with no stay requirements, it is a strong and competitively priced option.

4. Hungary Guest Investor Residence Permit

Hungary relaunched its Golden Visa program in July 2024 and it has quickly become one of the most efficient EU residency options for straightforward investor profiles. The program's standout feature is its 10-year renewable permit — the longest initial validity of any European program — which eliminates the renewal cycles that come with Portugal's 2+3 year structure.

The program operates through a single qualifying pathway: a €250,000 subscription to a real-estate investment fund authorized under the Guest Investor Program and registered with the Hungarian National Bank. There are no professional requirements, no stay obligations, and no language requirements for residency.

The primary caveat is the program's relative newness. Hungary's current permit launched in 2024, so the long-term track record and institutional familiarity are still developing. For investors who value simplicity and cost efficiency over the prestige or citizenship timeline of Portugal, it deserves serious consideration.

5. Malta Permanent Residence Programme

Best for: Investors who want immediate permanent EU residency with no renewal requirements

Malta occupies a unique position: it is the only program on this list that grants permanent residency from day one, rather than a renewable temporary permit. For investors who value finality — who want to establish EU residency status once and never worry about renewals — Malta's MPRP is the cleanest structure available.

The program offers two qualifying property routes. The purchase route requires €375,000 in Malta proper or €350,000 in Gozo or southern Malta, paired with a €30,000 government contribution. The lease route requires €14,000/year in Malta proper or €12,000/year in Gozo or southern Malta, paired with a €60,000 government contribution. Both routes also require a €2,000 donation to a registered Maltese non-governmental organization.

Malta is also the only English-speaking EU country with a golden visa program, which meaningfully reduces the friction of settling there for American families. The island offers a high standard of living, strong private healthcare and international schools, and unrestricted Schengen Area travel.

The trade-off is citizenship: Malta does not offer a straightforward naturalization track like Portugal or Greece. A separate citizenship-by-merit pathway exists but involves additional time, cost, and demonstrated contribution.

Who qualifies: Any non-EU national meeting financial requirements. Broad family inclusion — spouse, children under 29, parents, and grandparents.

6. Italy Investor Visa

Italy's residency-by-investment program is less widely discussed than Portugal or Greece, but it has a genuinely compelling tax offering for the right client: a €200,000 annual flat tax on all worldwide income — regardless of its actual amount. For very high-income individuals, this flat tax can represent extraordinary savings compared to either US taxation or other European progressive tax systems.

The program offers four qualifying investment routes: €250,000 in an Italian innovative startup; €500,000 equity investment in an Italian S.p.A. or S.r.l.; €1,000,000 philanthropic donation to a project of public interest in culture, research, education, or migration management; or €2,000,000 in Italian government bonds (BTPs) held for at least two years.

Italy also offers one of the most culturally rich living environments in Europe, with world-class healthcare and a lifestyle that attracts a consistent stream of American expats and retirees. The citizenship timeline (10 years) is the longest on this list, making it less suitable for clients prioritizing an EU passport in the near term.

Who qualifies: Non-EU investors making one of the four qualifying commitments — innovative-startup equity, S.p.A. or S.r.l. equity, philanthropic donation, or BTP government bonds.

How to Choose: A Framework

With six strong options on the table, the right program depends on four variables:

1. Your professional profile.If you have a strong entrepreneurial or executive background, the Portugal Talent Visa's combination of lower cost, faster processing, and professional recognition makes it the most compelling starting point. If professional qualifications aren't part of your picture, the Golden Visa, Greece, or Hungary offer strong passive alternatives.

2. Your timeline.If you need residency established quickly — whether for tax planning, travel, or geopolitical reasons — processing time matters enormously. Portugal's Talent Visa (3–4 months) and Greece (3–6 months) are the fastest. Portugal's Golden Visa (12–18 months) is the slowest.

3. Your citizenship goals.Greece offers the fastest EU passport on this list at 7 years. Hungary follows at 8+ years. Portugal's pathway is 10 years. Italy (10 years) and Malta (complex separate process) are better suited to investors whose primary goal is residency, not citizenship.

4. Your investment preferences.Do you want a real estate asset? Greece still offers that. Do you want a fund investment with potential financial returns? Portugal's Golden Visa and Hungary both offer that. Do you want a lower-capital program built around professional contribution? The Talent Visa is your answer.

For clients with specific tax objectives, Italy's flat-tax structure or Portugal's IFICI+ regime may warrant deeper analysis. For those prioritizing permanence over citizenship, Malta's permanent residency from day one deserves serious consideration.
